PACT Act Compliance & State Tobacco Tax Reporting

Governing: Prevent All Cigarette Trafficking Act (15 U.S.C. §§ 375-378)

1. Federal PACT Act Registration

GDP Distro LLC is fully registered with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the state tobacco tax administrators in all jurisdictions into which shipments are delivered, in accordance with 15 U.S.C. § 376.

2. Monthly State Revenue Reporting

As required by federal statute, GDP Distro files monthly statutory reports (Form PACT Act Report) by the 10th day of each calendar month with state revenue departments, detailing:

  • Name, address, and license status of the recipient.
  • Brand names, stick counts, and wholesale invoice values of all products shipped.
  • Carrier tracking numbers and delivery verification records.

3. B2B Wholesale KYC Requirements

Retailers and wholesale buyers purchasing through the B2B Quick-Order Matrix must maintain a validated account with an approved Employer Identification Number (EIN) and State Tobacco Wholesaler/Retailer License. Wholesale accounts without verified state licenses are limited to retail allocations.
